There are a lot of misconceptions about the server in this thread. Everybody, if you want to learn a bit more about how GW servers work, read these articles:

When you've understood that there isn't one server, but a whole server farm, try to read up about internet connections in general. Lag can be caused anywhere between server and client. The server may be perfectly okay, including his internet connection, but if the peering between the server and your ISP is bad, or any major backbone between the two is choking, you're f*cked.

Actually, the number of server boxes is much larger, and the number is adapted dynamically depending on load. Read the two links I posted above.

Just a quick comment...I -have- encountered a "No districts available" error or something of that sort (Not sure on the exact wording) once or twice, specifically the International districts. That's right, wasn't able to enter that particular outpost. XD

Good god, man. Have you ever heard of punctuation?
I'm in Chicago, IL, USA, and I never have any trouble with lag. I'm on a Comcast cable connection (about 6 megabit downstream). That doesn't even really matter, though. Guild Wars doesn't need a lot of bandwidth. What you folks are experiencing is latency, which is most likely caused by a routing issue...not the server. My ping ranges from about 60ms to 350ms, BTW.
As far as the US having favor...well...pretty much every time the mood strikes me to hit FoW or UW the US has favor, so I don't know what you're talking about. Perhaps it's because when you're online in China we yanks are all sleeping, eh?

Think it can be the server. I usually have no lag issues during the day, but after 10pm till about 2am, I start getting ping spikes up to 10k.
Maybe too many people hit the servers at peak hours??

Could be the server, but it could also be network traffic, which can change throughout the day. If there's a hop somewhere between you and the server that's getting slammed with traffic it can cause latency issues.

I'm on 56k...yeah, that's right, -dialup-. And I rarely experience noticible lag unless the servers are packed (weekends, event weekends, primetime during the day, afternoon to early evening on weekdays), and even then it's hardly "unplayable". GW definatly manages bandwidth well; I'd say 90% of the time I play it's perfectly fine. And my ping averages 250ms-380ms...occasionally peaks to 400ms+, but that's not that often. And it's still playable.
If you ask me, I think some people have gotten spoiled by broadband. >_> "Ohnoes, my ping is over 80ms! WTF"
And yes, I am in the US. Illinois, to be exact. I'm not saying people arn't experiencing worse latency issues than I do, but I also don't think it's anything on Anet's part.
There are a thousand things that could happen inbetween your computer and the Anet server which could cause lag.
